The development of container ship transportation services continues to be carried out in order to reduce the losses felt by all related parties, and also to increase the level of quality of container transportation and the level of trust of service users. From this statement, the type of cargo damage on the ship, one of the things that can happen is the submergence of the container, this tends to be experienced by container ships that do not have hatches with the causal factor being the entry of water into the cargo hold, the water in question is rainwater and also unpredictable sea waves, When the cargo hold is full of containers it will be difficult to monitor the state of the bottom of the cargo hold.
In this research, a tool is made to overcome these problems by designing a monitoring and regulation system for the cargo hold bilge automatically and realtime. This tool will control the alarm system and its actuators automatically. controlling the pump and solenoid valve automatically if the cargo hold has water in it, and can be monitored which part of the cargo hold has water, then the data will be stored in the data logger to help the needs of the claim process if there is a process that should not be and will help signal when maintenance should be carried out on all components of the cargo hold bilge alarm system.
